Apple alters App Store algorithm yet again

Apple tinkered with its App Store algorithm last week and changed the search position of some apps by ordering results based on user ratings and an app's description. This morning a report from TechCrunch suggests the Cupertino company has tweaked the algorithm again to add some weight back to the app's name and keyword.

This change was detected by Tomasz Kolinko, developer and founder of App Store analyst company Appcod.es. Kolinko noticed the change when his own app, Love Letter Writing, appeared in searches for the terms "advice" and "writing advice."...

Egypt president's wife: Don't call me first lady

Egypt's new first lady Naglaa Ali Mahmoud and her predecessor Suzanne Mubarak have at least one thing in common: Both have seen their husbands and sons detained in Egyptian prisons.

The similarities appear to end there.

The deposed President Hosni Mubarak's wife was an elegant, sophisticated university graduate with a British mother. She was criticized for being elitist, vain, self-important, overbearing and oblivious to the plight of ordinary Egyptians.

By contrast, Islamist President-elect Mohammed Morsi's wife is a conservative, religious Muslim who wears a veil and did not attend college. Detractors consider her style to be emblematic of Egypt's steady march toward conservative Islam, while supporters proclaim that her modest demeanor and background embody the democratic spirit of the revolution.

Naglaa Ali Mahmoud has reportedly said she would prefer not to live in the Presidential Palace, and the couple has yet to move in. She also doesn't want to be called the first lady.

"I want to be called the president's wife," she told The Associated Press by telephone. "Who said that the president's wife is the first lady anyways?"

Instead, she said she prefers to be called Umm Ahmed, which means mother of Ahmed ? her eldest son. It's a moniker that some secular Egyptian elites might disdain as patriarchal. Her defenders note that unlike the two first ladies before her, she has not taken on her husband's last name in public in a sign of self-assertion that also falls in line with Islamic tradition throughout Egypt.

If she must have a title, she says, she would not mind being called "the first servant" of the people.

Her style so far could not be a more marked change in tone from the Mubaraks, who presided over massive corruption that enriched an elite cadre of businessmen and ruling party leaders while half the country of 85 million people struggled in abject poverty.

Morsi and his sons, like many activists of the Muslim Brotherhood movement he belonged to, were imprisoned during the Mubarak regime's three decades in power. The old regime banned the Brotherhood and persecuted, jailed and tortured its members as political opponents.

But now, as an Egyptian expression goes, the pyramid has been turned on its head.

The differences between the first ladies are symbolic of the sea change in Egyptian politics. Morsi is the country's first freely elected president in modern history, the first civilian and Islamist to hold the office.

And the 84-year-old Mubarak is serving a life sentence in prison for failing to stop the killing of hundreds of protesters during the uprising. His two sons Alaa and Gamal were recently acquitted of corruption on a legal technicality, but remain in jail awaiting a new trial on charges of insider trading.

For the nearly three decades of Mubarak's rule, roads were paved and flowers were planted for Suzanne's arrivals ? sometimes just temporarily while she briefly visited a university or a park ? at the cost of thousands of dollars.

Umm Ahmed sought immediately to draw a clear distinction between herself and her predecessors ? including former first lady Jehan Sadat, who, like Suzanne Mubarak, was also university-educated, impeccably dressed and coiffed and the daughter of a British mother.

But under the glare of her newfound fame, already the 50-year-old, bespectacled Umm Ahmed's style of dress is being picked apart. The way she wears the headscarf has been deemed by elites as the antithesis of elegance. In fact, there is already a war of words on social media over her conservative, modest style, which is shared by the vast majority of women in Egypt's impoverished villages and towns.

Her black abaya, or robe, is another mark of her mores. It is same one worn by many female followers of the Muslim Brotherhood.

She does not wear make-up or paint her nails in line with conservative Islamic tradition.

Some of her detractors are not opposed to her wearing a headscarf, but more with her choice of headscarves ? long scarves in solid colors that drape past her shoulders and are seen as a sort of Muslim Brotherhood uniform.

"I don't have a problem with her hijab (Islamic headscarf). But I do have a problem that it is phosphoric green," blogger Mahmoud Salem, a secular liberal, told the AP. He believes her image sends a message that this is what Muslim girls should dress like and will alienate Christians and Muslims who do not cover their hair.

"At the end of the day, the first lady is diplomatically representing Egypt. We did not choose to make her a public persona. (The Muslim Brotherhood) made her a public persona" who will be scrutinized, he added.

Egyptians will be watching closely to see whether Umm Ahmed chooses to meet foreign dignitaries, attends conferences and other events with or without her husband, and changes her style for formal occasions. Another question is whether she will follow conservative Islamic protocol and refuse to shake hands or otherwise touch the opposite sex. Her husband defied those protocols this week, days after he was named president, when he was pictured shaking hands with women.

She may choose instead to take on a quieter role by getting involved in local charity projects and avoid international travel and high-level diplomacy.

So far, Umm Ahmed has not completely shied away from the spotlight, as wives of rulers do in more conservative Islamic societies such as Saudi Arabia. She has given a handful of interviews to the media, has met with the families of protesters killed in the uprising and made appearances at campaign rallies for her husband.

As is common in the Arab world, Umm Ahmed married her cousin, Morsi, at a young age ? 17.

In an interview with the state-owned Nos al-Donia, or Half the World, a magazine geared toward women readers, she said her ring and dowry were "simple."

"The financial situation wasn't part of my calculations. ... What pulled me to him was a sense that he was a responsible man who will protect me," she said of Morsi. "It is enough that when my parents passed away, they were very pleased with him."

Less than two years after she married Morsi, she joined him in Los Angeles, where he was studying for a doctorate in engineering at the University of Southern California.

Two of their five children ? four boys and girl ? were born in the United States, making them U.S. citizens. She said the two have not returned, though, since they left as children.

While in California she worked as an Arabic-English translator for Muslim Americans, and the young couple became involved in charity projects. It was then that they joined the fundamentalist Muslim Brotherhood.

Years later in Egypt, when Morsi was detained for eight months in 2008 for activity on behalf of the banned Brotherhood, she said she felt "inner peace" even though he was "the backbone of the household."

Multiple times, according to her interview with Nos al-Donia, her home was raided and her sons interrogated and detained. During one of those raids, she said she advised her son just before his arrest to use his time in prison to relearn the Quran, Islam's holy book, and memorize it again. She told him to consider it a political detention and something to be proud of.

"This is our life and our sacrifices that we endure and we will continue to give to our country until we feel dignity on this kind land," she was quoted as saying.

In the same interview, she described a regular family life, watching movies together at home and taking vacations to Egypt's beaches.

Fatema Abouzeid, a young Brotherhood activist, said she met her in May for the first time and found her to be modest and social.

"She is not arrogant and even when people would talk nicely about her husband, she would reply simply with 'thank Allah'," Abouzeid said. "I don't want to compare her with Suzanne, but the major difference I could see is her manner with people. She was standing normally among people and speaking normally."

Former Brotherhood lawmaker Azza al-Gharf, who has known Umm Ahmed for the past five years, said the new first lady would sit among the crowds during her husband's campaign rallies, nearly unnoticed and refusing special seating.

Al-Gharf said what makes Umm Ahmed so different from her predecessor, Suzanne, is that "she is one of us" and has suffered the problems of many Egyptians.

"She is a true Egyptian woman. She is standing by her husband with all devotion," al-Gharf said. "As the Muslim Brotherhood, we do not want another first lady for Egypt. We want a wife who stands by her husband, but who knows her limits."

IRS offers tax reprieve to Americans living abroad - Financial Post

Many Americans living abroad will get a small reprieve from U.S. Internal Revenue Service rules on reporting foreign assets, the agency announced on Tuesday.

The IRS said it would allow some U.S. citizens, including dual citizens, who have not filed income tax returns or not disclosed their foreign bank accounts, to come forward without facing onerous penalties or the threat of prosecution.

The agency said the reprieve, to begin Sept. 1, would also apply to U.S. expatriates with foreign retirement plans, including Canadian ones.

?Today we are announcing a series of common-sense steps to help U.S. citizens abroad get current with their tax obligations and resolve pension issues,? IRS Commissioner Doug Shulman said in a statement.

The optional procedure just announced is available only to Americans who owe little or no back taxes, not to those who have squirreled away substantial amounts in secret offshore accounts that they have knowingly failed to disclose to the IRS.

An IRS statement said the new guidelines were for ?low compliance risk? taxpayers, generally people who have simple returns and owe US$1,500 or less in tax for any covered years.

The IRS?s move in this area comes amid a broad crackdown by the U.S. Justice Department and the IRS on suspected offshore tax evasion by wealthy Americans through Swiss banks.

It also follows complaints by tax lawyers that many U.S. expatriates have been unaware of the new rules on tax returns and disclosure of foreign bank accounts.

They said many of these people were not willful tax evaders, but simply uninformed about filing returns and, if needed, disclosures known as Foreign Bank and Financial Account Reports, or FBARs.

The IRS said that under the new procedure, taxpayers would have to file delinquent tax returns for the past three years and delinquent FBARs for the past six years.

The agency said ?higher compliance risk? taxpayers would be subject to a more thorough review and, potentially, an audit.

The IRS tightened its policies in other ways on Tuesday, saying it might exclude from the voluntary disclosure program U.S. taxpayers with foreign accounts at foreign banks that have faced sanctions or worse from U.S. authorities.

The IRS also said taxpayers would be barred from the disclosure program if they challenged in foreign courts the disclosure of their accounts while failing to inform the U.S. Justice Department of such challenges.

Skin Cancer Risk in Texas May Surprise You

Summer is great in Texas, on boats and at the pool. It?s all fun and games until somebody gets a nasty, blistering sunburn.

I got one of those several years ago at Lake Travis in Austin. My back was bare while I was on a boat with friends, I didn?t put an ounce of sunscreen on it, and I laid on a raft for about two hours. The next day, if it had been the time period where it was cool to type OMG, that would have been my choice of acronyms. Or perhaps IMBOF (is my back on fire). And yes, I made that up.

What?s our skin cancer risk in Texas?

The Centers for Disease Control has mapped it out for us, and actually Texas its hot summers are lower on the list than you might think. The skin cancer risk is greatest in states including New Mexico, North Carolina, and Oregon.

Regardless, have the sunscreen handy this summer! The American Cancer Society says melanoma, the most serious type of skin cancer, will account for more than 75,000 cancer cases this year nationwide.

The funny thing about Texas is, when the sun is at it?s peak scorching potential in July and August, many people stay inside. People in Minnesota may stay inside in January and February because the winters are harsh; we stay inside in July and August because the summers are harsh. Maybe that?s why we escape some of the risk.

Regardless, when you are outside, lather on the sunscreen. It?s just smart. I?ll pass along one helpful tidbit from my dermatologist, whom I see every year or so for a good once-over now that I?m old enough to be freaked out by the possibilities behind a strange-looking mole. We don?t necessarily need 100 sfp, or any other kind of turbo sunscreen that we might think is an all-powerful protectant. We?re supposed to reapply every hour or two anyway, so 30 spf works just fine.

Now, back to the pool and the lake!

California: Take it slow at historic Hanford

About 55,000 people call Hanford, Calif., home, but the town is filled with enough history to accommodate a city of millions. Downtown is a must-see thanks to the Hanford Civic Auditorium (1924), the Kings County Courthouse (1896), the Hanford Fox Theatre (1929) and a 1920s ice cream parlor named Superior Dairy Products Co. There's also the China Alley Historic District from 1882, as well as a 1922 building now used as the Temple Theater. This history gives visitors a glimpse of the past, as Hanford's slow pace of life exemplifies the way things used to be.

The bed

It's not everyone's cup of tea, but with amenities such as pull-chain toilets, pedestal sinks and clawfoot bathtubs, the Irwin Street Inn (522 N. Irwin St.; [559] 583-8000,) gives visitors an authentic Victorian experience with a modern twist. Guests check in at the main house, built in the 1890s, which is also the location of its dining room. The bed-and-breakfast also features an outdoor area often used for weddings.

The meal

The staff at Toshiko Japanese Cuisine (258 N. 12th Ave.; [559] 772-4774, http://www.toshikojc.com. No item more than $21) serves dishes such as miso soup, sashimi and shrimp tempura while suggesting local hot spots to visit after dinner. The center also features a changing display of more than 20 bonsai trees.

The lesson learned

The best way to see Hanford's history is to put on a pair of sneakers and walk the neighborhoods just north of downtown. You'll not only get to experience the city as a local, but you'll also appreciate the attention and detail that have been put into an array of Victorian, Tudor, American Bungalow, Shingle Style and Arts and Crafts homes.

India Unblocks The Pirate Bay, Other File-Sharing Websites

Web users in India are once again able to access video and file-sharing sites, including The Pirate Bay.

The country?s Madras High Court has changed its earlier censorship order which centred on the issue of internet copyright.

The original ruling made Indian internet service providers (ISPs) block access to entire sites to prevent a single film from being shared online.

The new order was issued following an appeal filed by a consortium of ISPs.

It states that only specific web addresses ? URLs ? carrying the pirated content should be blocked, but not the entire website.

?The order of interim injunction dated 25/04/2012 is hereby clarified that the interim injunction is granted only in respect of a particular URL where the infringing movie is kept and not in respect of the entire website,? reads the updated decision.

?Further, the applicant is directed to inform about the particulars of URL where the interim movie is kept within 48 hours.?

In late March, Chennai-based Copyrightlabs, an Indian anti-piracy firm, won a court order that made Indian ISPs and phone firms stop their customers reaching websites that were illegally sharing copies of certain Bollywood films.

The?Ashok Kumar order?- similar to a ?John Doe? order in the United States and designed to protect the copyright of music, films and other content ? allowed copyright holders to request a website be taken down to prevent users from downloading content illegally.

The ruling led to a series of cyber-attacks by the hacker group Anonymous, which targeted a number of Indian websites, including those for government departments and India?s Supreme Court.

Anonymous said the attacks were carried out in retaliation against blocks imposed on video and file-sharing sites.

The internet hacking group then staged numerous protests against ?internet censorship? in India.

Solyndra Not the Only Questionable Obama Loan to ?Green? Energy

The very public failure of energy company Solyndra has focused a lot of attention on the Department of Energy?s loan guarantee programs. Beyond Solyndra?s failure, it?s interesting to take a closer look at these programs.?The economic justification for any government-sponsored lending or loan guarantee program must rest on a well established failure of the private sector to allocate loans efficiently, meaning that deserving recipients could not have obtained capital on their own. Absent such a private sector deficiency, the Department of Energy?s activities would simply be a wasteful at best, politically motivated at worst, subsidy to this sector of the economy.

To measure the Department of Energy results, I looked at the flow of Department of Energy credits to evaluate who receives them and whether the department is meeting its stated policy objectives, such as promoting new start-ups or companies that have a hard time accessing capital, and encouraging the creation of green jobs.

Since 2009, Department of Energy has guaranteed $34.7 billion in loans, 46 percent through the 1705 loan program, 30 percent through the 1703 program, and 14 percent through the Advanced Technology Vehicles Manufacturing loan program.

Why Staying Home From School Wasn't Always So Bad | That's Glitchy

The best thing about staying home from school during the ?90s was the television. Sure, we got a great selection of night time television to watch after school and homework, but weekly daytime TV was rarely an option. But, on those precious days we got to stay home, (and felt well enough to keep our eyes open), we got a secret glimpse into this amazing world. Whether it was shows on ABC like Family Matters, Step by Step and Full House, or on NBC like The Fresh Prince of Bel Air, there were always plenty of sitcoms to keep us entertained and comedically teach us about family values and moral/social norms.

Who could forget Steve Urkel from Family Matters? A sitcom about an African American family living in Chicago, Family Matters had it all: Carl, the cop father, Laura, the bombshell daughter, Eddie, the jock/screwup son, and Steve, the nerdy, annoying neighbor. Steve?s obsession with Laura was the main storyline that usually garnered the most laughs, and was easily the best part about this show. Everything about Steve, from his dorky outfits to his hilarious voice was enough to make any kid forget momentarily about being sick in bed.

Then there was Full House. This classic show still has the power to make you want to laugh and cry simultaneously in nearly every episode. Michelle, played by both Mary-Kate and Ashley Olsen, usually provided the comic relief, as an innocent but cunning youngest child. Whether she was manipulating her dad and sisters or learning tough coming of age lessons, Michelle?s storylines were always the most fun to watch. All in all, a show about three clueless men, (one father and two uncles), trying to raise three girls led to countless hilarious situations.

Step By Step was easily the most underrated sitcom of the ?90s. The premise of the show was about a divorcee and a widow, both with kids of their own, impulsively marrying and having to put the pieces of their lives together. A little similar to the Brady Bunch, some of the conflicts arose from sibling rivalries, and the possible issues that came from unique situations like this. The dad, played by Patrick Duffy, was really laid back, while the mom, played by Suzanne Somers, was quite uptight. Needless to say their parenting styles had to be adjusted. The scenes of the family together were always endearing, all the while comedically entertaining.

Finally, Fresh Prince was the real prize of getting, (or having), to stay home. Who didn?t have a secret crush on Will Smith and his confidence oozing personality? And who didn?t love the conflict between Will and his ?goody-two-shoes? cousin Carlton? All of the characters, from Will to Carlton to Will?s lawyer uncle Phil, worked together to create a dynamic bunch. Every scene practically worked off the conflicts of personalities and lifestyle clashes between Will and his new family. These conflicts were something every one of us could relate to at some point.

The opportunity to watch these great shows really made being sick almost a blessing rather than a curse. All of them had an interesting family element, a hilarious character who clashed with others, or just a great comedic dynamic. If only television shows nowadays were as classic?

Skin Cancer Aware

Summer time is here and so is the sun in big doses! Here are some facts about skin cancer:

  • Skin cancer is the most common form of cancer in the United States. More than 3.5 million skin cancers in over two million people are diagnosed annually.
  • Each year there are more new cases of skin cancer than the combined incidence of cancers of the breast, prostate, lung and colon.
  • One in five Americans will develop skin cancer in the course of a lifetime.
  • Over the past 31 years, more people have had skin cancer?than all other cancers combined.
  • Basal cell carcinoma (BCC) is the most common form of skin cancer; an estimated 2.8 million are diagnosed annually in the US. BCCs are rarely fatal, but can be highly disfiguring if allowed to grow.
  • Squamous cell carcinoma (SCC) is the second most commom form of skin cancer. An estimated 700,000 cases are diagnosed each year in the US, resulting in approximately 2,500 deaths.
  • Between 40 and 50 percent of Americans who live to age 65 will have either skin cancer at least once.

Seniors still need to be sun aware, even though most sun damage may have taken place when they were younger. Especially in the summer, seniors still like to be outdoors gardening or walking and they need to remember to wear hats, wear sunscreen, wear UV-blocking sunglasses, examine your skin monthly and see a doctor at least once a year for a professional skin exam.

Amazon Audible hits WP 75, brings gesture control to audiobooks, lacks voice control

It didn't land in the Marketplace yesterday as announced, but Amazon's Audible audio book app for Windows Phone 7.5 is now available for download. This Metro-fied version of the app is free to install (including some short samples to get you started), and signing in with your Amazon account lets you purchase any books that the service has on offer. Media can be controlled using a swipe gesture interface, and there are even varying levels of badges to reward how much of a book-worm you become. All that said, we haven't been able to use the voice control functionally shown off by Microsoft at its Developers Summit in our tests to be found here, so it's sure seemingly like its most highlighted feature might be a WP 8-only affair. Internet group picks little-known executive as CEO

NEW YORK (AP) ? A businessman with experience in building consensus will be the next CEO of the Internet agency in charge of contentious policies surrounding Internet addresses, The Associated Press has learned.

The Internet Corporation for Assigned Names and Numbers, which is pushing through a major change in the way Web and email addresses are structured and assigned, plans to announce Fadi Chehade's appointment in Prague on Friday. He will replace former U.S. cybersecurity chief Rod Beckstrom as chief executive.

In selecting Chehade, ICANN went with someone who isn't well known and isn't well versed in the organization's core tasks ? keeping the Internet address system running smoothly.

Chehade does, however, have a knack for diplomacy. In the early days of e-commerce, he persuaded leading tech companies such as IBM and Hewlett-Packard to collaborate on a system called RosettaNet for exchanging data, even as they competed for customers. ICANN Chairman Steve Crocker said those achievements outweighed the drawbacks.

In an exclusive interview with the AP ahead of the announcement, Chehade, 50, said his work at RosettaNet prepared him for the new role.

"The thrill and the satisfaction of bringing people around some common understanding is tremendous," Chehade said. "I have a personal and deep love of bringing consensus."

He said that when executive recruiters contacted him about the position at ICANN, "I immediately had flashbacks of how much I enjoyed doing a job that everybody told me was impossible and difficult."

As CEO, Chehade will receive a base salary of $560,000 plus up to $240,000 in bonuses based on merit. He is tentatively set to start Oct. 1. His tenure lasts until July 1, 2015.

Beckstrom leaves ICANN this July 1. Chief Operating Officer Akram Atallah will serve as CEO in the interim.

One of Chehade's chief tasks will be guiding the largest expansion of the Internet address system since its creation in the 1980s. The change affects how people find Web sites or send email and could lead to more options for businesses as easy-to-remember ".com" names are harder to obtain.

ICANN has received 1,930 proposals for 1,409 different domain name suffixes, including ".love," ''.google" and ".music." They would rival ".com" and others now in use. A florist called Apple can't use "apple.com" today because the computer company has it, but the shop might get "apple.flowers" one day.

Even after a decade of debate, however, the expansion still faces criticism, much of it from trademark holders who worry about having to police the Internet for addresses that misuse their brands.

"Anything new like this is going to create angst and controversy, and it's going to create opportunity," Chehade said.

ICANN is also in charge of assigning the numeric Internet Protocol addresses used to identify computers, smartphones and other Internet-connected devices. And it faces perennial calls for the United Nations to take a greater role in crafting Internet policies. Although ICANN has board members from around the world, it is headquartered in Los Angeles and gets its authority from the U.S. government, which funded much of the Internet's early development.

Chehade has some international experience, having served for a year in Dubai as IBM general manager for global technology services for the Middle East and North Africa. Born in Lebanon and of Egyptian decent, he speaks English, Arabic, French and Italian. He lives in Los Angeles and became a U.S. citizen in 1986.

Chehade moved to the U.S. in 1980 at age 18. Smuggled out of Beirut, he arrived in Los Angeles with $482 and worked two restaurant jobs there before attending Polytechnic Institute of New York on a scholarship. After graduating with a computer science degree in 1985, he got a master's in engineering management from Stanford University a year later.

He worked at Bell Labs before starting a company, Nett Information Products, in the early 1990s. The company offered services that used Lotus Notes software to let companies collaborate with partners over proprietary networks. Ingram Micro Inc., a distributor of information-technology products, bought the company in 1996 and tasked Chehade with adapting the services to run over the Internet.

It was there that he built software for computers from various companies to talk to one another with little human intervention. For instance, when CompUSA places an order through 3Com Corp.'s website, 3Com's computers automatically contact Ingram Micro's machines to ship the products to CompUSA.

That system was custom built. Its success prompted Chehade to create standards ? such as common ways for proprietary systems to define shopping baskets ? so that it could be used by hundreds or thousands of businesses.

That effort evolved into RosettaNet, which brought together leading, sometimes-competing companies such as Microsoft Corp., SAP AG, Oracle Corp., IBM Corp., Hewlett-Packard Co., Dell Inc. and Cisco Systems Inc., along with FedEx and UPS.

"I had to get all these Silicon Valley giants in a room and convince them that if their machines talk to each other, we don't lose a competitive advantage," Chehade said.

After leaving RosettaNet in 2000, Chehade created Viacore Inc., which offered supply-chain management services to businesses that didn't want to build their own systems in-house. IBM bought the company in 2006 and hired Chehade. He left IBM in 2009, after spending a year in Dubai. After a brief stint as CEO of CoreObjects Software Inc., Chehade became head of Vocado LLC, which makes software for educational institutions.

Atallah, the No. 2 executive at ICANN, was Chehade's deputy at CoreObjects. They had also known each other as children; both served in the boy scouts in Lebanon.

Chehade credited the Internet with helping him stay in touch with childhood friends, many of whom scattered around the world because of a lengthy civil war in Lebanon during the late 70s and 80s. He said his "personal and professional passion about the value of the Internet" will lead him to favor policies that keep the Internet free from unnecessary restrictions.
